لَا يَسْبِقُونَهُۥ بِٱلْقَوْلِ وَهُم بِأَمْرِهِۦ يَعْمَلُونَ
TRANSLITERATION
Lā yasbiqūnahū bil-qawli wahum biʾamrihī yaʿmalūn

They never speak before He has spoken, and they only act on His command.
